ORDER
Effective December 15, 2008, the Court implemented the Electronic Case Files System. Accordingly, attorneys are required to file all documents electronically. See 3d Cir. L.A.R. 113 (2008). The Response by Petitioner to Respondent's Motion to Dismiss on behalf of Petitioner was submitted in paper format along with the Request to File Documents by Mail. Admission to the Third Circuit is needed. Counsel Joseph Mbacho also needs to fill out the admission papers and file them with the Third Circuit Court of Appeals. Counsel can then enter his appearance once he becomes admitted. No action will be taken on the response or the request to file documents by mail until attorney Joseph Mbacho is admitted to the Third Circuit Court of Appeals.
