In addition, the parties are directed to address whether the policy described in the AR was in existence in some form prior to the issuance of the AR. The parties may move the Court for leave to supplement the record with any documents relating to this policy, including written documentation or affidavits concerning the formulation of the policy and any documents which set forth this policy, regardless of whether they were produced before or after the AR.
