The Court directs that within five days Mr. Shagin file the original and three copies of an informal brief in letter form and serve a copy on Mr. Hayes setting forth which controlled substance or substances under Pennsylvania law or regulation, if any, were not also controlled substances under 21 U.S.C. section 802 including the accompanying schedules on December 14, 2009, when the petitioner pleaded guilty to posession of drug paraphernalia in a Pennsylvania state court. Within five days of the receipt of that letter Mr. Hayes should file and serve the original and three copies of an informal brief responding to Mr. Shagin's letter.
