PER CURIAM: Ira Jerome Moore seeks to appeal the district court's orders staying discovery and denying his motions for appointment of counsel and to disqualify the United States Attorney's Office from court representing may the defendants in his civil action. This 28 exercise jurisdiction only over final orders, U.S.C. § 1291 (2006), and certain interlocutory and collateral orders, 28 U.S.C. § 1292 (2006); Fed. R. Civ. P. 54(b); Cohen v. Beneficial Indus.
