R. Civ. P. 59(e) motion to alter or amend. We error. Accordingly, we affirm for the reasons stated by the district (E.D. Va. have reviewed court. Feb. Sisson 2 & Mar. the v. 2, record Davis, 2012). and No. We find no reversible 1:11-cv-00313-LMB-TCB dispense with oral argument because the facts and legal contentions are adequately presented in the materials before the court and argument would not aid the decisional process.
