Appeal: 14-6852 Doc: 13 Filed: 09/26/2014 Pg: 2 of 3 PER CURIAM: Shawn Odell Blake seeks to appeal the district court’s orders dismissing as untimely his 28 U.S.C. § 2254 petition and denying his motion for reconsideration. (2012) The orders are not appealable unless a circuit justice or judge issues a certificate of appealability. A certificate of 28 U.S.C. § 2253(c)(1)(A) (2012). appealability will not issue absent “a substantial showing of the denial of a constitutional right.” 28 U.S.C. § 2253(c)(2) (2012). relief on the demonstrating district merits, that court’s debatable or a prisoner reasonable assessment wrong. Accordingly, we deny a certificate of appealability, deny leave to proceed in forma pauperis, and dismiss the appeal.
