Stirling, In __ light F.3d __, of our 2015 recent WL decision 3973822 (4th in Cir. July 1, 2015), we vacate the district court’s order and remand for further proceedings consistent with Incumaa. We dispense with oral argument because the facts and legal contentions are adequately presented in the materials before this court and argument would not aid the decisional process. VACATED AND REMANDED 3
