corrected to read “creating the MVRA.” On page 8, footnote 2, line 3 -- the word
“affirm” is corrected to read “vacate.” On page 12, footnote 4, line 1 -- the word “in” is
inserted before “Gilady.” On page 14, last paragraph of text, line 1 -- the word “of” is
inserted before “Virginia.”
