We have reviewed the record and find no reversible error. Accordingly, we affirm for the reasons stated by the district court. See Houston v. Exec. Bd. of the Am. Fed’n of State, County & Mun. Emps., AFSCME Local 2250, No. 8:15-cv-02507-GJH (D. Md. filed Dec. 7, 2016 & entered Dec. 8, 2016; July 10, 2017). We dispense with oral argument because the facts and legal contentions are adequately presented in the materials before this court and argument would not aid the decisional process. AFFIRMED 2
