OPINION and JUDGMENT filed: With regard to Bowen it is ordered that the denial of the motion to dismiss counts II and III for failure to state a claim, the dismissal of count IV, and the grant of quasi-judicial immunity on waiver grounds are AFFIRMED. It is further ordered with regard to Bowen that the dismissals of court I of the amended complaint and of Bowen in his official capacity are REVERSED, and this portion of the case is REMANDED for further proceedings.
