FILED OPINION (CARLOS T. BEA, PAUL J. WATFORD and WILLIAM K. SESSIONS, III) The Plaintiffs have filed a Motion to Certify Question of Wisconsin State Law to the Wisconsin Supreme Court. Because we find that the plain text of Wisconsin Statutes 133.14 is clear, we do not believe that certification is necessary as a means to obtain authoritative answers to unclear questions of state law, and we therefore deny the motion. Toner v. Lederle Labs., Div. of Amer. Cyanamid Co., 779 F.2d 1429, 1432 (9th Cir. 1986). REVERSED IN PART; AFFIRMED IN PART; REMANDED. The parties shall bear their own costs on appeal.
