Plaintiffs motion for leave to proceed in forma pauperis (Doc. # 2 ) is DENIED; and 3. This case is DISMISSED without prejudice for Plaintiffs failure to pay the filing and administrative fees upon initiation of this case pursuant to 28 U.S.C.1915(g).
