ORDER that: 1. The Magistrate Judges Recommendation (Doc. 4 ) is ADOPTED; 2. Plaintiffs federal claim is DISMISSED with prejudice prior to service of process under 28 U.S.C. 1915(e)(2)(B)(i); and 3. To the extent that Plaintiffs Complaint can be con strued as containing state-law claims against Camille Fields, supplemental jurisdiction is declined over those claims pursuant to 28 U.S.C. 1367(c)(3).
