As required by this Court's Orders, the Reply Memorandum addresses two different filings--the State's Motion to Dismiss and its Opposition to Plaintiff's Motion for a Preliminary Injunction--and discusses a variety of legal issues, including subject-matter 22 23 24 25 26 jurisdiction, the merits of Plaintiff Miller's various claims, and the propriety of injunctive relief.
