Specifically, he alleges that Defendants were deliberately indifferent to his serious medical needs and were negligent. On May 14, 2007, Plaintiff filed a motion for leave to amend his complaint to add the State of Arizona and the ADC as defendants (Doc. #84). The Court, in its October 4, 2006 Scheduling and Discovery Order, ordered that motions to amend the complaint must be filed no later than November 6, 2006 (Doc. #29). Although the Court has a strong policy in favor of permitting parties to amend pleadings, the deadline to file motions to amend the complaint expired over six months ago.
