ORDER Defendant Cortez's and Defendant City of Phoenix's Motion to Dismiss (Doc. 12 ) is granted. Defendant Cortez and Defendant City of Phoenix are dismissed with prejudice. FURTHER ORDERED that Plaintiff's Motion to Strike the Motion to Dismiss (Doc. 18 ) is denied.
