The Magistrate Judge recommends dismissal of this action without prejudice for Plaintiff's failure to pay the filing fee. Petitioner did not file a Response or Objection to the Recommendation. A district court judge reviews a report and recommendation of a magistrate judge de novo. See 28 U.S.C. § 636(b)(1)(c) (stating that the district court "may accept, reject, or modify, in whole or in part, the findings or recommendations made by the magistrate judge").
