ORDER denying 3 Plaintiff's Motion for Preliminary Injunction; granting in part and denying in part 14 the Tribal Defendants' Motion to Dismiss. Defendants Hopi Tribe, Hopi Tribal Council, Chairman LeRoy Shingoitewa, and Vice Chairman H erman Honanie are dismissed from this action. This action is stayed pending a resolution of the related tribal court actions.
