The motion is GRANTED with respect to Plaintiff's claims against the Arkansas Department of Correction, Ray Hobbs, Michael Allen, and Loretha Brooks, Plaintiff's claims against them are DISMISSED WITHOUT PREJUDICE, and their names are removed as party Defendants. 3.
