ORDER adopting 25 Proposed Findings and Recommendations in their entirety as this Court's findings in all respects. Plaintiff Jerry A. Brown's complaint is dismissed without prejudice for failure to comply with Local Rule 5.5(c)(2) and fo r failure to respond to the Court's order. All pending motions are denied as moot.
