adopt the Proposed Findings and Recommended Disposition (Doc. No. 26) in their entirety.
Accordingly, Plaintiff’s motion to voluntarily dismiss his complaint (Doc. No. 25) is
GRANTED, and the complaint is DISMISSED WITHOUT PREJUDICE.
