IT IS THEREFORE ORDERED THAT:

Defendants' Motion to Dismiss Pursuant to Local Rule 5.5(c)(2) (Doc.
18) is GRANTED, and this case is DISMISSED, WITHOUT PREJUDICE.

The Court CERTIFIES, pursuant to 28 U.S.C. ยง 1915(a)(3), that an in
