RECOMMENDED DISPOSITION recommending that the District Court dismiss 2 Complaint; deny 1 MOTION for Leave to Proceed in forma pauperis; and deny 5 MOTION to Expedite; recommending the District Court dismiss the claims against Attorney General D ustin McDaniel, Judge Herbert Wright, and Special Prosecutor Raymond Boyles with prejudice; recommending the District Court dismiss the negligence claims against Defendants Vickers and Harrison with prejudice; recommending the District Court dismiss the remaining state tort claims agsinst Defendants Vickers and Harrison without prejudice; recommending the District Court dismiss all claims against Progressive, Josh Sanders, and Tom James, along with the general state tort claims, without prejudic e; and recommending the District Court direct the Clerk of Court not to accept any filing from Plaintiff without prior approval of the court.
