discrimination, 42 U.S.C. § 2000e-16, are dismissed with prejudice, and Mr. Harper’s
reasonable-accommodation and disparate-treatment claims under the Rehabilitation Act, 29
U.S.C. § 794, are dismissed with prejudice.
