ORDER granting 1 MOTION for Leave to Proceed in forma pauperis. The Court will not assess any part of the filing fee at this time, but Spence must still pay the filing fee in full. The Administrator of the Pulaski County Regional Detention Facil ity or his designee must make monthly payments to the Clerk of Court. Spence's complaint is dismissed without prejudice. The Court directs the Clerk to send a copy of this Order to the ADC Trust Fund Centralized Banking Office, the ADC Compliance Division, and the Warden of the Pulaski County Regional Detention Facility.
