ORDER adopting 19 Recommendation. Defendants' motion to dismiss, 14 , granted in part and denied in part without prejudice. Curtis's claim for declaratory relief for other people, and his official capacity claims for monetary relief, a re dismissed with prejudice. Curtis's constitutional claim about crediting meritorious good time while he was on parole and revocation may proceed for now.
