ORDER ADOPTING 26 PARTIAL REPORT AND RECOMMENDATIONS of Magistrate Judge Beth Deere in its entirety as this Court's findings in all respects. Accordingly, 10 Defendants' MOTION for Summary Judgment is GRANTED in part and DENIED in part . The claims against Defendants Norris & May are DISMISSED with prejudice. The claims against Defendants Banks & James in their official capacities are also DISMISSED with prejudice.
