consideration, the Court concludes that the Proposed Findings and Recommended Disposition

IT IS, THEREFORE, ORDERED that:
Defendants’ Motions for Judgment on the Pleadings (Doc. Nos. 16, 27) are
GRANTED and this case is DISMISSED with prejudice.
