ORDER
Because Anderson is considered a "three-striker" under 28 U.S.C.
§1915(g), he cannot proceed in forma pauperis. Anderson hasn't paid this
Court's $400.00 filing fee in the time allowed. The Court warned twice that
his failure to pay the fee would result in the dismissal of his case. NQ 3 & 9.
Anderson's complaint is dismissed without prejudice for failure to

prosecute.
