record, the Court adopts them in their entirety. Accordingly,
IT IS, THEREFORE, ORDERED that Plaintiff=s Motion for Preliminary Injunction

and Temporary Restraining Order (Doc. No. 3), which this Court construes as a Motion for
Preliminary Injunction, is DENIED.
