Recommendations, IT IS ORDERED that Plaintiff’s Complaint is DISMISSED WITH PREJUDICE.
IT IS FURTHER ORDERED that Plaintiff’s Motion for Leave to Proceed in forma pauperis
and Motion for Service (Doc. 5) are DENIED AS MOOT.
