Accordingly, Defendant’s Motion to Dismiss (doc. 11) is GRANTED, and Plaintiff’s Complaint is DISMISSED WITHOUT PREJUDICE for failure to state a claim upon which relief may be granted. 28 U.S.C. § 1915A(b).
