Accordingly,
Plaintiff’s Motion for Temporary Restraining Order, Preliminary
Injunction and Declaratory Judgment (doc. 18) is DENIED.
The Court has reviewed Defendants’ Motion for Summary Judgment
(doc. 12) de novo and, being well and sufficiently advised, finds
as follows:
