ORDER re 2 Application to Proceed IFP (42:1983) the clerk is directed to file the complaint provisionally prior to a determination regarding Plaintiff's status as a pauper and service of process. The clerk is directed to mail a blank IFP app lication to Plaintiff to be completed by 1/5/2015, plaintiff is to either have the certificate portion of the IFP completed by the appropriate detention center official and return the application to this court for review and filing or pay the $ 350.00 filing fee and $50.00 administration fee for a total of $400.00.
