ADJUDGED that Plaintiff’s claims alleging a taking are not ripe for adjudication, and are
DISMISSED WITHOUT PREJUDICE. IT IS FURTHER ORDERED AND ADJUDGED that all
of Plaintiff’s remaining claims are DISMISSED WITHOUT PREJUDICE.
