Having considered the evidence adduced at the hearing, and the arguments of the parties, the court issued an order concluding that plaintiffs lacked standing to sue on their federal claim and that the court was therefore without jurisdiction to hear 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 their supplemental state law claims.
