Pursuant to 28 U.S.C. § 636, the Court has reviewed the Petition, the other records on file

herein, the magistrate judge’s amended report and recommendation, petitioner’s objections to the
19
amended report and recommendation, the magistrate judge’s final amended report and
20
recommendation, and petitioner’s “explanation” filed in response to the final amended report and
21
recommendation. The Court construes petitioner’s “explanation” as supplementary objections.

The Court has engaged in a de novo review of those portions of the amended report and
23
recommendation and final amended report and recommendation to which objections and
24
supplementary objections have been made.
