The 19 matter has been referred to the Magistrate Judge pursuant to 28 20 U.S.C. § 636(b) and Local Rules 72-302 and 72-304. 21 On October 18, 2007, Plaintiff filed the complaint upon 22 which this action proceeds. The Clerk of the Court designated the 23 action as a general civil case concerning civil rights.
