Section 2254. The matter was referred to a United States Magistrate Judge pursuant to 28 U.S.C. § 636(b)(1)(B) and Local Rule 72-302. On October 28, 2008, the court entered findings and recommendations recommending that this action be dismissed for Petitioner's failure to obey the court's order to pay the required filing fee. On November 7, 2008, Petitioner filed objections to the findings and recommendations.
