The U n i t e d States Department of the Interior a n d its Bure a u of Reclam a t i o n and the National Marine Fisherie s Service, and all those acting for, under or in concert with them, s h a l l be and are hereby restra i n e d and enjoined from implem e n t i n g Action IV.2.3 of the 2 0 0 9 Salmonid Biological Opinion RPA.
