If for any reason attributable to counsel or p a r t i e s , including settlement, the Court is unable to commence a j u r y trial as scheduled where a panel of prospective jurors has r e p o r t e d for voir dire, the Court may assess against counsel or p a r t i e s responsible all or part of the cost of the panel.
