Plaintiff Horace Bell, a state prisoner proceeding pro se and in forma pauperis, filed this civil

rights action pursuant to 42 U.S.C. § 1983 on September 24, 2010. On December 15, 2010, Plaintiff

17

filed a motion seeking to open discovery to secure declarations he will need to support his claims.

Plaintiff’s motion is HEREBY DENIED. Discovery will open only after an answer is filed.
