pursuant to 42 U.S.C. § 1983.

On November 4, 2013, Plaintiff filed a motion for a temporary restraining order and
20
preliminary injunction. The matter was referred to a United States Magistrate Judge pursuant to 28
21
U.S.C. § 636(b)(1)(B) and Local Rule 302. On November 8, 2013, the Magistrate Judge filed a
22
Findings and Recommendations which was served on Plaintiff and contained notice to Plaintiff that
23
Objections to the Findings and Recommendations were to be filed within thirty days. Plaintiff did not
24
file objections.

In accordance with the provisions of 28 U.S.C. § 636(b)(1)(C), the Court has conducted a de
26
novo review of this case. Having carefully reviewed the entire file, the Court finds the Findings and
27
Recommendations to be supported by the record and by proper analysis.

Accordingly, IT IS HEREBY ORDERED that:

The Findings and Recommendations, filed on November 8, 2013, are adopted in full;

Plaintiff’s motion for a temporary restraining order and preliminary injunction is
