Petitioner is a federal prisoner proceeding pro se with a petition for writ of habeas

corpus pursuant to 28 U.S.C. § 2241. On August 14, 2015, Petitioner filed a motion for
20
leave to file a sur-reply in response to Respondent’s reply to his traverse. The motion is
21
GRANTED. The Court shall consider the arguments presented in the sur-reply in due
22
course.
