This matter was referred to a United States Magistrate Judge pursuant to 28 U.S.C. §

636(b)(1)(B) and Local Rule 302. On December 14, 2017, the Magistrate Judge issued Findings and
23
Recommendations recommending that Plaintiff’s motion for emergency relief and request for phone
24
privileges be denied for lack of jurisdiction, Plaintiff’s motion to amend be denied as unnecessary, and
25
Plaintiff’s motion for appointment of counsel be denied, without prejudice.

Recommendations were served on Plaintiff and contained notice that objections were to be filed within
27
twenty-one days. Plaintiff has not filed objections and the time to do so has expired.

In accordance with the provisions of 28 U.S.C. § 636(b)(1)(C) and Local Rule 304, the Court

has conducted a de novo review of this case. Having carefully reviewed the entire file, the Court finds

the Findings and Recommendations to be supported by the record and by proper analysis.

Accordingly, it is HEREBY ORDERED THAT:
