Accordingly, IT IS HEREBY ORDERED that this action be randomly assigned to
a District Judge.
Also, IT IS HEREBY RECOMMENDED that this action be dismissed without
prejudice. See Local Rule 110; Fed. R. Civ. P. 41(b).
