Within 14 days after this order is filed, petitioner shall serve his petition and a 22 copy of this order upon the respondent identified in the caption of the petition and shall file a 23 certificate of such service within 7 days after service is made. 24 25 26 2. Within 28 days after the petition is served by petitioner, respondent shall file and serve a response to the petition. 3. If respondent’s response to the petition is an answer, a reply shall be filed by 27 petitioner within 14 days after the response is filed. Any party may request oral argument by 28 including the request in the answer or reply.
