It is unclear if plaintiff is a state prisoner. However, fees are required to be paid in all 19 cases filed with this court, unless plaintiff can show he is unable to prepay fees and costs or give 20 security therefor. Plaintiff has not filed a complete application to proceed in forma pauperis or 21 paid the required filing fee. See 28 U.S.C. §§ 1914(a), 1915(a). Plaintiff will be provided the 22 opportunity to submit either a completed application to proceed in forma pauperis or pay the 23 appropriate filing fee. Plaintiff is warned that failure to comply with this order may result in the 24 dismissal of this action for lack of prosecution and failure to comply with court rules and orders. 25 See Local Rule 110. 26 /// 1 1 Accordingly, IT IS HEREBY ORDERED that: 2 1.
