No further 20 elucidation for the need for amendment is set forth. The court will, however, be able to liberally 21 construe petitioner’s arguments without the necessity for commencing this action essentially from 22 scratch. 23 24 25 Accordingly, the Motion to Amend the Petition, ECF.
