Plaintiff is a county inmate proceeding without counsel. He has filed a document entitled,
17
“Interstate Federal Lawsuit to sue Sacramento County Jail,” which appears to be a complaint
18
alleging civil rights violations pursuant to 42 U.S.C. § 1983. See ECF No. 1. To proceed with a
19
civil action a plaintiff must pay the $400 filing fee required by 28 U.S.C. § 1914(a) or request
20
leave to proceed in forma pauperis and submit the affidavit and trust account statement required
21
by 28 U.S.C. § 1915(a). Plaintiff has neither paid the fee nor submitted a proper application for
22
leave to proceed in forma pauperis.

Accordingly, plaintiff has 30 days from the date of service of this order to submit either
24
the filing fee or the application required by § 1915(a). The Clerk of the Court is directed to mail
25
to plaintiff a form application for leave to proceed in forma pauperis. Failure to comply with this
26
order may result in the dismissal of this action.
